Consultants tied to President Donald Trump may have committed financial fraud by tricking donors into sending money to a partisan organization instead of a bipartisan committee created by Congress to celebrate the nation's 250th anniversary. The allegations were detailed in a report released Thursday, July 2, 2026, by Democrats on the House Committee on Natural Resources.
According to the report, donors who intended to support America250 were instead provided with banking and routing numbers for Freedom 250, a similarly named but rival group established by the Trump administration. Democratic staffers based these findings on whistleblower interviews and newly obtained documents. The report describes this as a bait-and-switch
and suggests the conduct could violate criminal statutes, including charitable solicitation fraud and wire fraud.
Freedom 250 was created last fall as a limited liability corporation and a wholly owned subsidiary of the National Park Foundation. Democrats characterize the group as a financial black box
designed to bypass the accounting, transparency, and competitive bidding rules that typically govern federally controlled entities. The group's sole employee appears to be CEO Keith Krach, a former State Department official and Trump supporter.
The Democratic report alleges that Freedom 250 was established to serve as a vehicle for a Christian nationalist, partisan, and Trump-centered vision of American identity
. This shift allegedly redirected tens of millions of dollars in private donations and taxpayer money to benefit the president's political ideology and pet projects. Much of this spending went to companies linked to Trump's political operation, including planners for the rally that preceded the Jan. 6, 2021, Capitol riot.
Financial Divergence and "Pay-to-Play" Allegations
The report highlights a significant loss of expected funding for the bipartisan America250. Under a tax and spending cuts bill approved last year, $150 million in federal funds were allocated to the Interior Department for anniversary events. While America250 expected $100 million of that sum, it received only $25 million. Democrats charge that Trump allies worked to shift $75 million of congressionally allocated funds away from the bipartisan group, creating significant headwinds
for educational initiatives, grants, and volunteer programs.
Further allegations of misconduct center on Meredith O’Rourke, the former national finance director for Trump’s 2024 campaign and a board member for the parent company of Truth Social. Her firm, Forward Strategies, once contracted for America250. Democrats allege O'Rourke and other fundraisers misled donors into believing they were contributing to America250 while providing wire instructions for Freedom 250.
The report also alleges a pay-to-play
scheme. Publicly named sponsors of Freedom 250 include oil conglomerates, defense contractors, and big tech companies. Many of these entities hold federal contracts, have regulatory matters before federal agencies, or are companies in which Trump has personally invested. While contributions are tax deductible, Freedom 250 allows donors to remain anonymous, and there has been no public disclosure of total corporate funds raised.
International Solicitation and Event Focus
Democratic lawmakers claim Keith Krach traveled to the World Economic Forum in Davos, Switzerland, in January to solicit money from business leaders and foreign government officials. The report further alleges that State Department appointees and ambassadors held overseas fundraising events and sent written solicitations for foreign donations. Freedom 250 spokesperson Danielle Alvarez denied that the group accepts foreign donations.
The two organizations have attempted to coexist by splitting geographic focus, with America250 handling events in cities across the country and Freedom 250 managing festivities in Washington. However, Freedom 250 has overtaken some America250 projects, such as the Freedom Trucks
mobile museums, which critics say now provide a sanitized version
of the nation's founding.
Freedom 250 has focused on high-profile Washington events, including:
- A UFC cage fight on the White House South Lawn on June 14, 2026, coinciding with Trump's 80th birthday.
- The opening of the Theodore Roosevelt Presidential Library in North Dakota on July 1, 2026.
- The Great American State Fair on the National Mall.
- The upcoming July 4 celebration featuring a Trump speech and fireworks display.
Responses and Future Oversight
Danielle Alvarez, a former spokesperson for the Republican National Committee and the Trump campaign, dismissed the report as categorically false
and a partisan smear
. Alvarez argued that America250 had nothing to show
after a decade of planning and that Freedom 250 was created because the public deserved better

Rosie Rios, chair of America250, stated the organization continues to focus on values-based programming approved by its bipartisan Commission and expressed support for other organizations planning 250th-anniversary events.
Rep. Jared Huffman, the ranking Democrat on the Natural Resources Committee, stated that while he cannot pronounce a crime has been committed, he believes there is evidence of the elements of fraud
. He has vowed that if Democrats regain control of the House in the November midterm elections, they will use their oversight and subpoena powers to launch a broader investigation into Freedom 250.
