Previous US-led initiatives, alongside efforts by European allies in Paris, have repeatedly stalled over deep disagreements concerning territory and security guarantees for Ukraine.

The arrival of the American delegation coincided with a severe escalation in the air war along the front line. Ukrainian President Volodymyr Zelenskyy stated that Russia launched overnight "demonstrative" strikes targeting airports in Kyiv and Boryspil in direct reaction to preparations for the US envoys potentially arriving via aircraft.
