Elon Musk has used his social media platform, X, to bypass European regulatory roadblocks by making the controversial action-thriller Citizen Vigilante available for free streaming to a global audience. The film, directed by Uwe Boll and starring Armie Hammer, was available in its entirety for a 48-hour window that began on Thursday and concluded at 3pm BST on Saturday, 27 June.

The movie follows an American businessman living in Europe who transforms into a vigilante, hunting down corrupt judges, government officials, and criminal immigrants. Variety described the protagonist as a broad American stereotype who is xenophobic and entitled, targeting foreign bogeymen.

The digital release followed a limited theatrical and digital debut on 19 June via platforms including Apple TV and Amazon Prime Video. However, the film faced a dead-end in Europe, specifically in Germany. The FSK, Germany's film certification board, refused to grant the movie an age rating, which effectively bars a film from being promoted or played in theaters. While the movie remains legal to own on physical media like Blu-ray, the lack of certification prevented a standard commercial release.

Director Uwe Boll, 61, characterized the German decision as a deliberate censorship decision and claimed he was told the film was inciting violence against migrants. Boll attempted to challenge the ban with a lawyer but lost in a six-two vote. He told The Telegraph that the film was inspired by a 2016 Hamburg case where a group of teenagers received suspended sentences after raping a 14-year-old girl.

Boll argued that the film represents 50 per cent of the population who believe Europe and America cannot continue with unbelievable, wrong migration policies. He described the current political environment in Europe as completely absurd, stating,

"There is a big difference between so-called 'hate speech' and stabbing someone in the neck. But the facts don't matter anymore."

Elon Musk, who has frequently criticized European immigration policies, promoted the 1-hour, 28-minute feature from his personal account. Musk suggested that attempts to ban the movie created a Streisand Effect, further increasing its visibility. The promotion resulted in more than 15 million views, with Musk noting that 8 million came from his feed and 5 million directly by morning. He also highlighted the film's 95% audience score on Rotten Tomatoes, despite the movie having only a few critic reviews.

The Center for Countering Digital Hate accused Musk of using the film and other viral posts to amplify violent migrant narratives and inspire calls for violence. This follows criticism of Musk's activity during recent riots in Belfast, Northern Ireland, where three of his posts regarding anti-immigrant protests allegedly garnered more than 115 million views.

The film also serves as a return to the screen for 39-year-old Armie Hammer. Boll stated he cast Hammer because he was cancelled and wanted to work. Hammer's career was disrupted in 2021 following accusations of sexual abuse and misconduct, as well as released messages regarding cannibalistic fantasies. While he was dropped from several projects and his representation, Hammer denied the allegations. In 2023, the Los Angeles County District Attorney’s Office ended a two-year probe and opted not to press charges.

Hammer previously told The Hollywood Reporter that he had received no job offers for five years. In addition to Citizen Vigilante, he has appeared in three other low-budget productions: the thriller Night Driver, a Western titled Frontier Crucible, and an unnamed film shot in Bulgaria.

Musk has already teased a sequel on X, posting that Citizen Vigilante 2 will be even better.
