Monaco judicial authorities have identified a suspect in a parcel bombing that seriously wounded three people, including a sanctioned businessman of Ukrainian origin. The prosecutor's office announced on Thursday that an arrest warrant has been issued for the individual, a foreign national who is no longer in the principality, and that an Interpol Red Notice would be activated that evening.

The attack occurred shortly before 9pm on June 29, 2026, at an apartment building on Rue du Révérend Père Louis Frolla, located near the border with France. Video surveillance captured a person leaving a package in the entrance hall of the building. The device exploded as three residents—a couple and a 13-year-old child—entered the premises.

While Monaco authorities have not officially confirmed the identities of the victims, local reports identify them as 58-year-old Vadym Iermolaiev, his partner, and his son. The 13-year-old was admitted in non-critical condition to the Lenval children's hospital in Nice. The two adults were taken to Nice University Hospital (CHU) in critical condition. By Wednesday, Iermolaiev was no longer in a life-or-death situation, but his partner's condition had not stabilized; reports indicate she remains in critical condition with both legs amputated.

The suspect was seen on CCTV fleeing the scene toward the French commune of Beausoleil. The individual wore a black jacket, beige trousers, white shoes, and a black fisherman's bucket hat. Although initially thought to be a man, reports from BFMTV and Le Figaro claim the suspect is a woman in her thirties, registered as living in Germany, who attempted to pass as a man to conceal her identity. One report suggested the suspect used an object resembling a remote control to trigger the booby-trapped bag from a distance.

Public prosecutor Stéphane Thibault characterized the identification of the suspect as happening in a particularly short time, attributing the breakthrough to the responsiveness of the judicial police and effective international criminal cooperation, both police and judicial.

The investigation is being treated as attempted murder and criminal conspiracy rather than a terrorist attack. Three investigating judges have been appointed to lead the judicial inquiry, granting them expanded powers to oversee international cooperation. The charges include attempted murder, complicity, and depositing an explosive device on a public highway with criminal intent.

The targeted individual, Vadym Iermolaiev, is a Cypriot national and real estate developer who has lived in Monaco since at least 2021. Originally from the Ukrainian city of Dnipro, he renounced his Ukrainian citizenship in 2017 (though other reports state 2019). Iermolaiev is a controversial figure; the Ukrainian government sanctioned him in December 2023 for alleged collaboration with Russia. The SBU security agency claims he operated an alcohol and wine business in Russian-annexed Crimea and paid millions in taxes to the Russian treasury after the 2022 invasion. He is the chairman of Alef, a group owning 13 companies in construction materials, agribusiness, and development. Forbes magazine previously named him the 39th richest Ukrainian in 2020, with a fortune of $230m.

The incident has unsettled the ultra-secure microstate, described by Prince Albert II as a heinous crime and an odious act.

Authorities indicated that the child victim has been interviewed in France, though the adults have not yet been in a condition to be questioned. A press briefing is scheduled for Friday, July 3, 2026, at 11:30am in the Supreme Court chamber of the Palais de Justice to provide further developments.
